Zuko will return as a DLC character.
In other words, we get Daisy before Luigi for example. Or Funky before Diddy.

I always thought they were about the same, but i guess Zuko has redemption arc going for him.
Azula barely edges him out on the sense of having lightning control AND being a villain. In the latter case her only competition for the spot is Ozai....and either he is too serious for the game, or Azula is just straight up better at conveying a powerful fire-bender.
Similar to the Kazuya-Heihachi dichotomy in smash and why we got Kaz and not Hei in that game.

The ironic situation where the biggest topic concerning future Smash is the shitstorm over the roster cuts, and this game decided to go down that route on game 2.
-Witty line-According to some sources from leaks, the devs planned to cut 5 characters. Catdog, Toph, Shredder, Lincoln and Sandy
Shredder was going to be turned into a boss, Catdog is too much of a buggy mess and they didn't bother, Lincoln was the least popular character last game. Sandy got swapped out with Squidward and Plankton. Toph is the only one that has no official reasoning we can try and guess.
PTM, Leo, Mikey, Hugh, Helga and Oblina were actually meant to come back, but Nick had apparently rushed the devs to meet a 2023 release. A shame really.

It's so odd to drop the DLC characters. You would assume they were worked on during this game's development and would just be carried over.

Help me. I can't get it out of my head.The new characters and game mechanics are pretty damn cool, but the cut characters do sting a bit. I have heard one of the main reasons such cuts happened (aside from the aforementioned rushing by Nick themselves) was that Ludocity switched to Unity for the sequel. It has been stated in interviews that they had to remake everything from scratch for this game, though it makes me wonder how much time would have been saved if they had just built upon the old engine.
Especially after the shit Unity just recently went though recently, even the devs themselves said working with Unity was a pain, so it pretty much sounds like a fruitless effort in the end. Either way though, the current product does look pretty damn good compared to the first entry at least.

@fasoman: if I had to guess a reason to cut Toph, it’s probably because they saw how having platforms wherever you want made Steve in smash bros broken, and promptly decided trying to balance Toph beyond being a Little Mac type would be far too time consuming.
