Codename Kids Next Door was an action show too, yet that still got branded as a Cartoon Cartoon so that isn't a good reason on why Samurai Jack isn't a Cartoon Cartoon.
Codename KND was mostly a comedy show with action; Samurai Jack, despite having a lot of humor, was primarily a dramatic show.
Related to the point, there’s an interesting question as to what’s considered a Cartoon Network original. Generally, I’ve seen people limit it to shows made by Cartoon Network Studios (so that excludes shows based on DC Comics as they’re made by Warner Bros Animation), however several of the Cartoon Catoons were made by different animation studios, like Ed, Edd n Eddy, Courage the Cowardly Dog, and Codename: Kids Next Door, yet they’re still included in the official tally.

Speaking of KND, is G:KND still possible for greenlight or it is pretty late at this point?
Tom Warburton is currently busy at Disney working on Kindergarten the Musical so G:KND probably isn't gonna come out anytime soon yet (unless they do G:KND without him).
Anything is possible, so I'm not going to say that Cartoon Network will never greenlight the project, but I don't think there has been any increased interest in Codename: Kids Next Door since Warburton first pitched the sequel series almost a decade ago (wow!) that would help inspire that decision.

I'd say it's more likely than it's ever been given Cartoon Network is apparently refusing every pitch that isn't a reboot or sequel to a preexisting series, but the chances still aren't high.

Only Craig of the Creek, We Baby Bears, Jessica's Big Little World, and Prince Ivandoe are airing new episodes right now as far as Cartoon Network originals go. Even then, Craig of the Creek is confirmed to be ending with the current fifth season and Prince Ivandoe's first season already finished in other countries with no indication that there will be a second season.
With the other stuff airing new episodes on Cartoon Network, Teen Titans Go, Bugs Bunny Builders, Tiny Toons Looniversity, and Batwheels are acquired shows from Warner Bros rather than originals produced by Cartoon Network. And even then, the latter two premiere episodes on Max first so they aren't even premiering first on Cartoon Network.
Kinda sad how there are a lot less Cartoon Network originals airing new episodes on the channel now compared to a decade ago. I get why, considering streaming is more popular and Cartoon Network's ratings are lower but it's still worth noting.
Because it was an action cartoon and that was the branding they used on their comedy shows.
