For that matter, what does happen when toys break kayfabe? It's not like Woody or Sid's toys faced any consequences, divine or otherwise, from breaking it. Whose rules are those, anyway, and why are toys following them so religiously?

No, there would be a huge human backlash advocating for toy rights.
"Millions of children around the world traumatized about mass toycide of their beloved and proved harmless playthings" is something no sane world government would want to do...
As Forky proved, even toys selfmade by children achieve a mind their own. Children wouldn't stop having toys. Destroying all of them as soon as they are born is impossible.
You'd have to literally force every child in the world to never make their own toys or use anything as a toy ever again or else new toys keep coming to life.
And all for the sake of what, since toys have existed for millenia without hurting anyone.
