We have only ever seen red eyed shadows from characters that already have Personae, in particular the characters from Innocent Sin, as well as [[spoiler: Metis, who is Aegis' discarded emotions]]. These are characters have have the persona ability, and the ability to change personae, but still have personal problems, so only part of their inner self fights along side them, while the remaining part forms an incomplete shadow. Shadow Maya and the Eternal Punishment shadows are not included, as they are [[spoiler:direct manifestations of Nyarlathotep.]]

This also explains why Arcana feel so drawn toward Wild Cards. In a sense, the Wild Card already has maxed bonds with them, it's just that the timeline in which that happens may or may not come to pass. The Arcana sense that possibility on some level, like how the ''Persona 3'' protagonists sensed their connection despite being from alternate universes.
